Scope Report February 2026

We’re pleased to announce that the guest speaker at our next Chemung County Scope chapter meeting on Wednesday March 25, 2026 is Chemung County Executive Chris Moss. Chris has served as Executive since being elected in 2019, after serving as Sheriff for 13 years. I remember well when Chris stood as Sheriff at an anti Safe Act rally at Chemung County Fairgrounds after it’s passage. Chris has long been a supporter of our Second Amendment rights.

In other news, the SCOPE committee is hard at work revising the 10 most egregious bills listing of the NY legislature. In addition we’ll be adding a few more bills that didn’t make the top 10, but still bear watching. A “dishonorable” mention category if you will.

Also, we’re progressing on our candidate rating system for the New York State US House of Representatives candidates, New York State Senate races, along with Governor and state Attorney General races. We’ll base our ratings on returned questionnaires, media sources, and voting records of incumbents. Be sure to look for those ratings in a future Firing Lines publication. Remember, the scopeny2a.org website is open to everyone, not just members. You can use that resource whether you are a member or not. Though I encourage you to consider joining, as SCOPE is one of the few pro-gun organizations that have local chapters at the county level.

Attached is a copy of the flier I’ve made advertising our guest speaker at the next chapter meeting. Those that are able please don’t hesitate to print and distribute it wherever you can in the county, gun clubs, sporting goods stores, other public resources. We’d like to get as much attendance at our next meeting as we can.




Scope report December 2025

First news is that the new NYS Legislative session starts January 7, 2026. So we’ll look forward to the continuation of all the bills from 2025 that are still in play, plus the new ones that will be introduced this session. Know that SCOPE is always hard at work keeping you abreast of pending legislation that affects our 2nd Amendment rights. SCOPE has our 10 most egregious bills list, which gets periodically updated. Of note though is that those 10 are not the only bills that can affect us adversely, others may seem to slip through the cracks. It’s up to each of us to be informed of other legislative efforts as well. And by writing to our representatives, by snail mail or e-mail or phone call, we can let them know how their constituents feel about the issues.

SCOPE is currently working on Candidate rating information for the 2026 elections. These ratings will be compiled from questionnaires returned by candidates, as well as public record and media releases. All to help inform you of where the candidates stand on our most important issues. SCOPE cannot and never endorses candidates, merely inform you of potential regarding our rights. You choose who you vote for.

Locally, in case any don’t know, we are now certified as the Chemung County Chapter of SCOPE. Our meetings for 2026 are scheduled for the 4th Wednesday of the particular months we meet. So  March 25, June 24, August 26, and October 28. These are held at Pine City Sportsmen’s Club, 187 Mountain View Dr, Pine City, NY. We are working to obtain guest speakers at many meetings to provide you additional information and insights from various sources, including local and state government, and other select topic people.

While I’m in Florida we’ll suspend the 50/50 raffle drawings we have at each club meeting to gain funds for our chapter use. Thanks to all who have supported us. We’ll pick it back up when I return for the April meetings, and we’ll try Chad’s suggestion to make it a monthly drawing, see if that pulls in more funds.

Lastly, we discovered we have a Chemung County SCOPE Facebook page. Started back in 2014, we are continuing use of this valuable social media platform.
