    Wayne County Clerk Mike Jankowski has informed me that the Wayne County Sheriff’s office and the County Clerk’s office is now able to again begin processing new pistol permits. 

    Amendments to existing permits were still processed during the state pandemic shutdown as long as no Brady check was required. These checks must be completed for an amendment only if the applicant has not had one in the past 5 years. Those with recent checks were able to complete amendments to their permit.

    The state office responsible for running the Brady checks was shut down by the state. This prevented the Sheriff’s office from completing new pistol permits which all require a Brady check.

    Our Wayne County SCOPE July members meeting was held July 8 at the Marion American Legion. Speakers were NY State Assemblyman Bryan Manktelow and Wayne County Board of Supervisors Chairman Ken Miller. Masks and social distancing were observed. 

    Bryan handed out copies of new 2020 gun control bills which have sponsors in both houses of the legislature. They only need to be passed by their respective committees and sent to the floors of each house for passage. Do you doubt the governor would sign a new gun control bill into law?

    Kudos to Bryan’s staff for printing and stapling the bills for us. 

    It was agreed that all WCS members should contact both our state Assembly and Senate offices and express our concern with these bills. Visit both of the websites below and leave Pam and Bryan a message to vote against all gun control bills:

    2020 NEW YORK STATE LEGISLATION 

    Bryan explained that the legislature has other pending issues, primarily last year’s controversial bail law and the coronavirus pandemic. Despite the legislative session ending in June there will be a special session later this month. there is nothing stopping the governor from calling additional special sessions between now and December 31. This is why it is critical that each of you send a message to both of our elected officials expressing your displeasure with these gun bills. You can identify the bills by their number.

    Ken handed out face masks to those who needed them. He gave us an update on the effects of COVID-19 in Wayne County. Hopefully all businesses will fully be operating in the near future. The financial burden on business owners and Wayne County is staggering. Ken is determined, as Board Chairman, to see the creation of a balanced county budget. 

    Both officials agreed that sacrifices will need to be made but are intent on preventing the financial burden of the coronavirus pandemic from being foisted upon our future generations. 

    We plan to hold our next WCS members meeting on August 12. Members will be reminded on our website and via email.

    The WCS BOD has decided to reconvene our monthly meetings (except December) in July.  The new state COVID-19  guideline allows a group meeting of up to 50 attendees. 

    Therefore, we plan to meet with members on the normal meeting night (second Wednesday) of the month which is July 8 at 7 pm.  The meeting is again at the Marion American Legion Post 1430 located at 4141 Witherden Rd Marion NY 14505.

    State guidelines also require that “social distancing” be practiced OR face masks be worn by all.  Please plan to wear a mask to the meeting. We appreciate your cooperation.

    Wayne County SCOPE is now likely to hold a members meeting on July 8.

    We will hold a Committee meeting on Monday to make a final decision and set an agenda.  The state now allows a maximum of 50 in a group meeting.  Either social distancing or a mask for all  attendees is required. Palmyra Supervisor and Chairman of the Wayne County Board of Supervisors Ken Miller has offered to provide masks at the meeting for any without one.

    Check your email and this location for the final word on the meeting early next week.

    One of the early events for our SCOPE table is cancelled.

    This is an announcement from the Brantling website:

    It is with sadness that we announce the cancellation of the 2020 Brantling Bluegrass Festival. The GOOD news is that the bands that we had booked have agreed to come to Brantling on 7/28-8/1/2021. Any tickets purchased for this season will be honored in 2021 OR you can contact Gene Bavis for a refund. We are currently looking into a one or two day weekend event in September, 2020 with local bands. Stand by for news!

    Our WCS Committee will meet on June 29 in order to finalize plans for a potential Wayne County SCOPE members meeting on July 8. 

    I expect today that the meeting will be held unless the state rescinds it’s most recent “reopening” step. Yes, the number of cases of COVID-19 have increased. But this is due to the increased number of people being tested. 

    The key, as I see it, is the number of new hospitalizations. These have not increased proportionally with the increased number of new cases. Many were concerned because Arizona had over 1600 new cases recently. However, only one(1) new hospitalization occurred. 

    Let’s hope the increased protests do not put us back at square one. Hope to see you July 8 at the Marion Legion. We will send a notice one way or the other.

    It does not appear as though the state will allow more than 10 individuals to congregate for any type of meeting in the near future. Therefore, I am cancelling our June 10 Wayne County SCOPE meeting. I look forward to an expanded ‘re-opening' of NY before July and will notify you prior to our anticipated July meeting.

    Please utilize both the State SCOPE website and the new Wayne County website now located at the State site. This will allow you to remain updated on pertinent issues.

    Barry Alt and Paul Lowans have developed our State website. Paul continues to keep you updated via email. Dave Colburn has developed our new Wayne website which is conveniently located on the State site.

    Phase 1 started today in the Finger Lakes. It includes recreational activities and hunting. Several clubs have interpreted this to mean that they can reopen. Just important to follow the social distancing rules and not do meetings or congregate in club house.” (Emphasis added)

    Many Americans have suffered despite the shutdown, masks and safe distancing. Facts have varied along with many theories.

    Vivek Ramaswamy, CEO and founder of the pharmaceutical company Roivant Sciences, provided this insight:

    "For over 80% of people infected with the Coronavirus its actually no worse than the flu. The thing that distinguishes this virus is that up to 20% of infected patients require hospitalization. And the thing that kills people who go to the hospital is often the immune response and not the presence of the virus itself. And so if we can just get some base hits along the way, you could address that for the severe patients in the hospital, then our whole societal response to this pandemic could actually become much more measured, similar to that of the seasonal flu. And even though that's a modest proposal, it's also potentially more achievable in the near term than waiting for a vaccine in the long run...which could take up to 2 years."  More to follow.
